Require to display USD currency in requisition using non catalog document

Hi
Our client requirement is that if a requisition raised using non catalog document  in any OU or any currency, approval notification needs to be display both functional currency and "USD" Currency.  I enabled ICX:Preferred currency as "USD" at site level and user level also but no luck. System is displaying only functional currency. I applied latest patch set also.

Could you please help me.
