11.5.10.2 : Unable to download patchsets.sh from Oracle's sftp site

Hi,
I am trying to download the patchsets.sh file to run on our current 11i Oracle E-Business Suite environments, but we are unable to download a copy
of the patchsets.sh file as it does not seem to be available from the SFTP site (after successfully connecting to Oracle's SFTP site, we get the message "the directory /support/outgoing/PATCHSET_COMPARE_TOOL/ is EMPTY - patchsets.sh file not found).

We are able to successfully connect to Oracle's SFTP site using the metalink notes listed below =>
