Oracle Streams 11.2.0.1 Child records attempting to apply before parent records

We recently had to re-sync our multi-master streams configuration. We brought down all of the streams processes; chose a single master site and uploaded it with the differentiating data from all sites; exported the "master" to the other sites; then started the streams processes again. Now one of our sites is having an issue keeping its apply process enabled. It is constantly aborting due to error 02291 - integrity constraint <constraint name> violated - parent key not found.
