primary database mode when creating the standby controlfile

I am following this procedure to create a standby controlfile -- http://docs.oracle.com/cd/E11882_01/server.112/e25608/create_ps.htm#i68937
Is it necessary to close the primary database in order to do this? We have created standby controlfiles without closing the database and they still seem to work. At one time was this required but no longer is with 10g or 11g?
