unit of measure function not working

I am not sure if this is the right forum to post my question.

We are using EBS version 12.1.3

We have just created a new custom responsibility only have the unit of measure function form assigned. I tested this in test instance. I am able to access the form with my login account. But the user who needs to access this is getting some error when access this form. The error message is "The unit of measure function is not available under PSD INVENTORY responsibility" I am puzzled. Not sure if this form requires special privilege? I do have system administrator and the oracle seeded inventory responsibility. But the user doesn't. Gurus, please advise. Thank you.
