ora-39083: object type procact_schema failed to create with error: ora-27476: "PVM.XLOAD_PROGRAM" do

I am upgrading Oracle 10g db on Windows 32 bit to 11g on windows 64 bit and changing characterset as well.  

I am using datapump export/import to accomplish this.  

Only one schema involved in the application we use.

I took full export of the 10g database.

created 11g db, tablespace and schema (pvm) needed on 11g db.

then performing impdp into 11g db for just pvm schema but getting error listed in subject and not sure why.

Any ideas?
