Error while view concurrent request output

We are using EBS version 12.1.3

We just completed the clone from production instance to the test instance. When running concurrent request on the test instance and tried to view the output, we got the following error.

An error occurred while attempting to establish an Applications File Server connection with the node FNDFS_APPPROD. There may be a network configuration problem, or the TNS listener on node FNDFS_APPPROD may not be running. Please contact your system administrator.

I went to the web oracle home network/admin and there is no tnsnames.ora there. On the production instance, under web oracle home network/admin the tnsnames.ora is also not there. What am I missing? Gurus, please advise. Thank you very much.
