Siebel IRM step 7 - starting merge. Error not found on supprtweb

The error is on Step 7 of IRM. The repositories exist and appear complete based on log files.

Part of the 8.1.1.10 upgrade.

!!ERROR::SBL-DEV-62160: CheckLocks exiting with error No records exist for the current query.(SBL-DAT-00468).

I have checked https://support.oracle.com/epmos/faces/DocumentDisplay?id=477269.1

This error is not in the Document nor public on Support Web.

Anyon else know about this error?
