Is it possible to setup "Award" functionality (as in Grants) in Projects?

We have a requirement to setup "funding buckets" that can be used to fund multiple projects.  These "buckets" would be available to fund multiple projects and multiple "buckets" could also fund a single project - therefore there would be a many-to-many relationship between projects and "funding buckets."  This sounds a lot like the Award functionality in Grants Accounting however when Projects is implemented, this functionality is turned off as far as I know.  Is there any way to utilize this functionality in projects?  Does anyone have any experience doing this sort of thing?  Thanks!  Steve
