R12.1 - Separate Accounting Lines for Payment of Invoice Positive and Negative Distribution Amounts

We recently upgraded from R12.0.6 to R12.1.3.  Now that we're on R12.1.3, we are noticing something that did not happen in R12.1.3.

If an AP Payment is for an invoice that has some invoice line distributions with negative amounts, then the accounting for the payment is creating 2 accounting lines against the same Accounts Payable account:  One line to record a debit to AP for the sum of the positive amounts from the invoice distribution lines.  Another line to record a credit to AP for the sum of the negative amounts from the invoice distribution lines.  Both lines have an Accounting Class = Liability.  The 3rd line for the payment is for Accounting Class = Cash Clearing.
