"Staged" status for requisition in Sourcing Workbench

I am running PO_AUTO_SRC process in a test environment for a new item a set up. The process finishes in "Success" status, but message log states 0 (zero) staged rows selected for processing.

I looked at the trace file and it appears to be having an issue s somwhere in PO_CALC program, but not exactly sure. I'm not seeing any error messages.

ANY ideas for resolution would be appreciated.

Purpose of this effort: Testing set up of items that come in packs of 24, and distributed as each.
