Patch 14707975 Fails to Apply on EBS 11.5.10.2 with messages:
AD Administration error:
ORA-04063: package body "APPS.FND_STATS" has errors
ORA-06508: PL/SQL: could not find program unit being called: "APPS.FND_STATS"
ORA-06512: at "APPS.AD_STATS_UTIL_PKG", line 96
ORA-06512: at "APPS.AD_STATS_UTIL_PKG", line 187
ORA-06512: at line 5

PACKAGE BODY FND_STATS 944 PL/SQL: SQL Statement ignored
965 PL/SQL: ORA-00942: table or view does

Package body compile fails because it cannot find DBA_TAB_STATISTICS
