Internet Expenses: Multi operation units

I want to know if there is a Internet Expenses superuser, so that could register expense reports for different organizations (operation units), could it be possible? Maybe there is a profile or a special set up. 
When I create an expense report I look for one specific operation unit template. I would like to see all organization units templates.
