When call outbound web service, i got 'The server has encountered an internal error which prevents i

When Siebel calls outbound web service, I got below error from response payload.

errormessage ="10000=1, The server has encountered an internal error which prevents it from fulfilling your request. Please contact the system administrator." error="true"

However, if I use the same wsdl and run the SOUPUI to send request to that outbound system, I got good response payload. Therefore, I am not sure if this error is reflecting something wrong in Siebel or from outbound system. Please advise how to trouble shoot it and what might be the reason of having this error?
