apxchpwd.sql script is not working

i have migrated my database from production to development but apex did not work right away so i dropped the apex_0402000 schema an reinstalled the application.

Everything seems tobe working fine but when i change the admin password through the script apxchpwd.sql it is not working it says that the provided password is incorrect.

Has any one ever experinced it or better yet know how i may solve this problem.

Apex version 4.2.2

Database version 11.2.0.3

O.S. AIX 7.1

application server OAS 10.
