OTL: Timecard Error - Dynamic Inserts are not allowed

We use a view that controls what values are available for use in a list of values on our timecards.  We want to allow different values to be selected and after updating the view,  we are now receiving an error message that says "Error.  You cannot create new costing combinations because dynamic inserts are currently disabled."  What do we need to do to resolve these errors?  Thanks
