Federal C and State C - FUTA Records - Match?

My Business  is telling me that Federal C and State C records should match (Gross Wages, Excludable, In Excess, Taxable Wage and Taxes).

I have notice on all of 2013 and December 2012, our Federal C and combined State C FUTA Tax records do not match? With exception of; Taxable Wage, (small difference amounts) and Tax amounts match.

Am I comparing the data properly?
