rebuiling index,tables and gather stats

 Hi,Hope every body is fine and doing well.

I have few concern regards to rebuild table/indexes and gather stats.

I have GL  table and its size is 93 gb and it has 54 milions rows and table is range partition on GL DATE .also i have some other tables and their sizes are 60 gb,58 gb and so on.
Now we are using a software named ARCTools for data purging and Arctools connect to the database through jdbc and data rules defined in ARctools not in database.
after couple of  rules execution,one of the JDE edwards FMS(Fleet management information system)custom applition starts giving web exception and sometiens query was running for long time and does not display any data. while i pulled out same sql from backend and executed using sql * plus  it fetched the data from gl table.
