Resource ID null error

The seeded API oracle.apps.qot.util.RequestCtx.getResourceId is returning null for specific user .  whereas the user is properly defined as sales person 


and the below query returns his resource id correctly.

SELECT rsc.resource_id, rsc.category      , rsc.resource_name, rsc.source_job_title, rsc.source_email      , rsc.source_phone, rsc.source_city, rsc.source_state      , rsc.source_postal_code, rsc.source_country      , rsc.start_date_active, rsc.end_date_active, SYSDATE      , sls.status, sls.start_date_active, sls.end_date_active      , sls.org_id, SUBSTR(USERENV('CLIENT_INFO'), 1, 10) , sls.salesrep_id, sls.sales_credit_type_id FROM JTF_RS_RESOURCE_EXTNS_VL rsc    , JTF_RS_SALESREPS sls  WHERE rsc.user_name = :1  AND rsc.resource_id = sls.resource_id (+)
