Compensation Workbench

On the P08810 Compensation workbench program, is it normal that once a supervisor has completed their salary reviews and recommendations and then submitted them to the next supervision level, the that "Return" button remains visible therefore active although the next supervision level has started to review, and has even revised himself, salary recommendations received from the lower supervisor?

I do not pretend this is a bug, all I am doing is to ask a question for this does not seem logical to me that one supervisor can submit their work to the next level and then unilaterally return the work to themselves although the next supervision level has started working on the salary recommendations received.  Is this a bug, or is this intentional? If intentional, what would be the rationale for such a process and when shoud it be invoked?
