connection pooling

We are running Oracle Database 11g Release 11.2.0.3.0 Standard Edition with a Weblogic server and a Documaker application server. During a recent on-site training session the Documaker application returned and error indicating a "shortage in the connection pool". The Oracle instructor suggested that we might be out of connections on the database. I am new to Oracle database so I started by looking at the database server using OEM and did not find any alerts about connections. I looked at the database initialization parameters and found processes=600 and sessions=922. These seem high enough to support the half-dozen users in the
