OffSet tax

Hello Guys,
We wish to by default enable the flag Allow Offset tax flag at the supplier header and site level by default for all the new supplier/sites being created.

Is there any way of achieving this in R12.

In 11i, by default the allow offset tax option would be enabled for all the sites.
