CST: Allow Early Inventory Period Close

We are trying to complete integration testing.  We have set the profile option CST: Allow Early Inventory Period Close to Yes to allow us to close inventory periods before the end of the period.  When we try to close the inventory Org by going to Inventory>Accounting Close Cycle>Inventory Accounting Periods, select the current period and change the status to Close the process completes with error:

Inventory has not reach the end of the period. 

Does anyone have any advice on how to close inventory periods early?
