SQL Deveoper and blocking

We are running Oracle Database 11g Release 11.2.0.3.0 Standard Edition with a Weblogic server and a Documaker application server. During a recent on-site training session the Documaker application appeared to be hung up and at the same time we had an alert on OEM console indicating there was blocking sessions.  We are new to Oracle database and did not know how to identify who was blocking.  Besides the application, we had 3-4 users using SQL Developer to view tables updated by the application.  The Oracle instructor suggested that SQL Developer was causing the blocking and had everyone terminate.  The application
