Oracle Sourcing - Auction Decrement response rule

Hi,

I have a quick query about Auctions in the Oracle Sourcing module.

We are currently testing the Auction functionality, we are okay with both the RFI and RFQ functionality of Oracle Sourcing.

When we create a new round of a negotiation we select to create an Auction.  When we come to the Controls > Response Rules aspect we have some irregularities.

We notice that on some Auctions we are able to enforce a Decrement for the suppliers via the 'Supplier are required to lower their line price when submitting a revised reponse' response rule.  However on some peoples tests they cannot view this response rule, while on others we can see it.
