Odd behavior OEM, Firefox and IE

Have a situation where the customer environment may be interfering with access to OEM.  I'm running Oracle Enterprise Edition 11.2.0.2.11 on RHEL 5 x86-64, and the standard OEM configured there.  Ports are open, and I can get to OEM via Firefox, but not via Internet Explorer.  I tried putting the server certificate in the b64InternetCertificate.txt file, and no change.  IE won't even get to the login page (IE 8).  Firefox gets to the login page, after throwing up an error "sec_error_cert_signature_algorithm_disabled".  I read that some users were seeing this with certificate signing algorithms RSA-with-MD5 (their problems went away when they
