Multi currency funding and budgets

 Does anybody have experience in funding in a currency that is different than the ledger and then planning in that currency?

The problem I have is that the project currency(USD) is different to the ledger currency(PEN).  When funding the project we are doing so in USD, on the funding inquiry screen you can see the functional amount that it converts to.

When loading the budget and planning, Oracle calculates the project labor rates to two decimal places only so that when the budget is completed it is normally different than the funding amount by a few cents due to rounding.  This is extermely difficult for projects users to know how this is being calculated in the budget before loading so have to go through a process of loading a draft budget to see what Oracle Projects calculates the labour to be and then tweaking it slightly to try and match the funding.
