Workplan 'Latest Apply Progress' fails with error conversion rate error

Once the workplan is updated and 'Apply Latest Progress' action is performed, PRC: Process Structure Updates concurrent program is kicked-off. This program fails with the following error message -

"Project Name: XXXXX; From Currency: HKD; To Currency: USD; Either the conversion rate is missing or not defined. (CONVERSION_TYPE=Corporate) (CONVERSION_DATE=26-OCT-14)"

HKD to USD conversion is to do with expenditure entry with currency as HKD and the project currency is USD

Why is the program looking for future dated currency conversion rate? Should it not be looking at average or close date exchange rate available?
