Why Apache bounce is required for OAF page changes?

Hi,
This is a common practice to bounce the Apache after any controller extensions or XML import for OAF pages in EBS. We have been doing it from long now. But for customers running on 24*7 environment are not feeling comfortable for down time to do the Apache bounce for each and every deployment of OAF.

Some customers have already defined time like 1 hour downtime in a quarter, so in this case it is annoying for customers to bounce apache for each OAF deployments.  My questions is there any alternatives by which no down time is required to deploy OAF extensions?
