Solution to an image branding issue within ODM

Currently creating branding for emails and some online Webforms, we are saving the branding template using css and html in the markup. However when these are used the branding templates the images do not appear and css also does not appear. If an email is sent you are able to see exactly where the branding should be (this seems to be the case in both external and also internal mail clients), As an example in the area where an image should appear there is a red cross advising image could not be displayed. Has anyone encountered this issue and has a resolution and
