Forcibly using same password

hi all, we have a requirement to use the same old password (test1234) after refreshing the datatabase but due to user profile in place I cannot reuse that password. But we have to reuse it. Is there a way I can reuse that same old password and not altering the user profile?

I've changed the password over 10 times in 10 minutes but when I try going back to test1234 I get ORA-28007 error. Could you please tell how can I revert back to old password of test1234? We are on 11.2.0.3.0.
