RDBPROD: Using VisualStudio 2012 to connect to RDB on OpenVMS Itanium server

We are writing our first application in VisualStudio 2012 and want to connect to Oracle RDB on OpenVMS Itanium Server database.  The application is to be deployed to IIS 7.5 Server on a Windows 2008 R2 server.  We want to deploy it as a 64 bit application.  We have installed the Oracle ODBC 64-bit driver on the Windows 2008 server.  We can run the application in debug mode within VisualStudio 2012 on its IISExpress server and everything runs perfectly.  But when we deploy it to the system's IIS server, the application will do the first read from the database and then never
