Custom DREAM Writer programs using *VALUE or *RANGE in Data Selection

After upgrading to A9.3, the values in the Data Selection of your custom DREAM Writer programs are not updating the F9831 file (DREAM Writer Values Parameter) when values or ranges are changed.

New file F98310 is used in A9.3 to hold the value and range parameters.  Change the custom program to recognize the F98310 file.
