Actions-->Charges no values are shows in List of values

Hai,
Freight Charges added at time of Order Entry:

In Order Management Responsibility:
1. Set the profile option 'Tax: Invoice Freight as Revenue' to 'Yes'.
2. Define an inventory item with item type = freight (for example you could name this inventory item Shipping & Handling ) Then set the profile option
'Tax: Inventory Item for Freight' to this item.
3. Create a sales order in OM.
4. Freight charges can be added via Actions > Charges
The above said setups are completed i am unable to view any List of values in charges Names,kindly help anyone any other additional
profile values need to be activated to resolve this issue?
