Employee Number Generation

Dear gurus

What is best practice to setup employee number generation while implementation.

My client has 5 different operating unit with more than 1000 employee together, There is no separate number for each unit. Existing number are given from 1 and now it has reached 1012.

Is it go practice to have automatic number generation or manual. What is advantage and disadvantage in both. 

Is it ok go with starting number as 1 or should i suggest to change number like 001001 (for one unit) 002001 (for second unit) etc..

Please share your experience..
