How to create Constraint Pick list on the Report Parameter Popup Applet

We are using BI Publisher to generate the Report.
We are creating two Parameters of type LOV(e.g Country and State ) in Administration- BI Publisher Report while creating Report.

Our requirement is ,When user will execute the report by clicking on the Report Icon present in the Toolbar,A Parameter Popup Applet will display the County and State LOV.

Depending upon the country,state should be populated.

Please let me know,How we will achieve this?
