Data Element - Multi Line Text

We have several Data Elements created with the "SYS Description Text 2000"  Multi Line Data Source - with the Number of Lines set at "6".  All of these fields allow unlimited text and lines to be entered.  BUT, when they go to send the record, it displays an error that it exceeds 2000 characters.  There is no way 2000 characters can be entered on 6 lines.

Why do these fields allow entering both, MORE than 6 lines and MORE than 2000 Char.  Please explain why this is happening and how to stop it.

A single line text field, it does not allow anything beyond the max number of characters set.
