Upgrade to 9.3 - Canadian payroll processing A/P Vouchers by Tax ID???

In 9.3 World, is it possible to set up the A/P vouchers to be created by tax ID?  I can only see the options for 00 - one voucher per payee, 01 - one voucher per payee by employee, or 02-one voucher per payee by tax type. I was told by a consultant that my A/P vouchers should create one voucher per payee by tax ID???? Is it possible?  And if so how?
