Adding an Image to Web Page Content, when we did not license CONTENT

We are on 11.1.1.8 and I am working on a portal and I want to add an image however we did not license CONTENT therefore I do not have the ability to upload an image to a document directory within WebCenter Portal.  When I look at the services we have running DOCUMENTS is not one of them.  It is confusing for I've been told by our Oracle salesman that we have some Content functionalty because it is part of the basic WebCenter processing.

So based on that infiormation can someone explain how I get an image included in content on a page?  Does the Sys Adm have to do something to make the image available to me?
