How to prevent manual journal postings

In key flexfield security rules i have recently created new rules where certain responsibilities can only post to specific organisations. Security rule works fine when trying to upload journal, however we have established once journal is ready for posting any user can post journal irrespective of organisation.

Can anything be implemented to ensure that users can only post to organisations they are restricted to ?
