unit of measure conversion shows only one row instead of a list on standard tab

We are using EBS version 12.1.3

According to our user, the unit of measure conversion under inventory->setup should show a list of conversions see attached gray image.

In our custom responsibility, the unit of measure conversion only shows one row on standard tab. See attached. Where can we get the list? Please advise. Thank you very much.
