ship_to_contact_id in oe_order_headers_all

Hi All,

Does anybody know how ship_to_contact_id field gets populated on oe_order_headers_all table?

We have logic built based on data in this field. However most of the users when they create orders, this field does not get populated. However I see this field is populated on some recent orders. 

I tried populating customer contact on order headers form but it does not populate this column. If I copy order from old orders which has this column populated then new order gets that info.
