What is the relation between Unit of Measure and Unit of Measure as Input in F3002?

 Is there any relation between "Unit of Measure - UM" and "Unit of Measure as Input - UOM" in the Bill of Material.
We have one item that has a production unit of measure of ML in the item master, the components in the BOM are defined to build an UL (1,000 UL = 1 ML). In F3002 I see Unit of Measure - UM equal UL, and Unit of Measure as Input - UOM equal ML.

When I roll-up the cost of my item I don't get material cost and I suspect that is because JDE want to cost the item in ML and my components are defined in UL.
