Mass Update/Import to assign to Book of Business

We're looking to update over 14,000 records which are in our system unassigned to a Book of Business.  These Leads are Owned by 'Web Services' account which has User settings of 'Division=Example1 and Business Unit=Example 2' that would leave these records unassigned to a BoB since we don't have a workflow that finds these conditions to then assign to a certain BoB.  A mass update would take a lifetime to complete.  I'm guessing an Import might do the trick?  If so, how?
