LOB Sizing: BASICFILES

Folks, there must be something I am missing as I have tried to review a number of similar posts and notes.  Any assistance would be appreciated.
The scenario is as follows.  If I create a brand new tablespace and brand new table, the clobs that get inserted, even just with a single one, take over double the space in user_segments then its true size.  In some of the other posts there is a suggestion that this might be due to deletions over time.  However, I witness this with just brand new objects.  Here is a very simple example.
