EGO_USER_ATTR_TABLE must be declared

We are in the process of validating applying 200+ patches and have several EGO and BOM packages that are not valid. The EGO_USER_ATTRS_DATA_PVT package is referencing that the EGO_USER_ATTR_TABLE must be declared. One of the patches that we have applied has changed the EGO_USER_ATTRS_DATA_PVT package and added several procedures one being the Validate Requird Attrs procedure. There seems to be something we are missing.
