Single user gets error for query that others are able to process with no problems.

I hope that someone has seen this before and knows how to fix it.  I have a single user that is unable to query received items that others can query using the exact same form and parameters.  When this user queries, Oracle throws an APP-PO-14049 error.  Normally that would raise an issue with null values in the query but I and another associate are able to query exactly the same form and parameters with no errors.

It appears this issue is related to his login or personal environment.  He uses the exact brand and model laptop that I and the other associate uses.  I have queried it myself using his login with different data parameters and still get the same error.  Use my login or any other and I get the results quickly and accurately.
