Query SQL duration almost 5 minutes elapsed with long times Wait

Hello guru,
          I have a query retrieved by Query SQL duration almost 5 minutes with long times Wait.
and i would understand how can i do for improve my times response.
and i would know if it's possible to improve it ?
and if it's normal my times wait and elapsed.
i join you my explain plan graphic, numeric.

could you help me ?
