Embedded BI Publisher

Has anyone had issues with the embedded BI Publisher not bursting documents in the same order as the raw pdf or the generated xml?

Our delinquency notices, consistently print in the desired order in the pdf and the xml but the output from bursting is never in the order the xml is in. The proof and final mode pdf and xml are identical but bursting output is never in the same order and changes even when re-run over the same data. The report definitions are identical for both proof and final mode as well.

This is the first time I've ever been exposed to BI Publisher. It seems that the more data in the output the more out of order it becomes.
