Problem with Requisition Order

 Hi,
I have a problem with a requisition order. 

When the user try to approve, the status is "Incomplete", when we go to Tools --> View Action History, the action status is "Submit". 
We try to "redirect" the requisition but the status remains in "Incomplete" and the Action History is "Submit"

The customer have 3 organizations units, the issue only happening in one of them.
